TITLE OF BILL: An act to amend the elder law, in relation to guidelines for local area agencies on aging relating to assistance for informal caregivers
PURPOSE OR GENERAL IDEA OF BILL: To assist informal caregivers by improving outreach at the local level.
SUMMARY OF SPECIFIC PROVISIONS: This bill amends section 206 of the elder law, which comprises the informal caregiver training program, to add the development of guidelines for local area agencies on aging to provide information and assistance to gain access to available services as well as referrals for counseling to assist and support informal caregivers.
JUSTIFICATION: The majority of care provided to the rapidly growing number of seniors in the State and the country is performed by informal caregivers. Family members in the form of spouses, children, grandchildren, siblings, and others are the largest source of informal caregivers and often do not receive much support from outside sources. The State provides some informal caregiver training, but more needs to be done in terms of outreach regarding the availability of services and referrals to counseling to help informal caregivers continue to provide care.

Paragraph (a) of subdivision 3 of section 206 of the elder law is amended by adding a new subparagraph 4 to read as follows: (4) DEVELOP GUIDELINES FOR LOCAL AREA AGENCIES ON AGING IN ORDER TO PROVIDE THE FOLLOWING: (I) INFORMATION AND ASSISTANCE REGARDING GAINING ACCESS TO AVAILABLE SERVICES TO ASSIST INFORMAL CAREGIVERS; (II) RESOURCE REFERRALS FOR INFORMAL CAREGIVERS REGARDING DECISION-MAKING ON BEHALF OF THE INDIVIDUAL RECEIVING CARE; AND (III) COUNSELING REFERRALS FOR INFORMAL CAREGIVERS.
