TITLE OF BILL:
An act
to amend the public authorities law, in relation to the financing and/or
refinancing of equipment or the acquisition, construction,
reconstruction, or development of facilities by the dormitory authority
for Young Men's Christian Association-Women's Community Center of Rome,
New York Incorporated

PURPOSE:
This legislation would permit the Dormitory Authority to provide
financing to the YMCA-Women's Community Center of Rome, New York Inc.
for equipment and construction of facilities.

SUMMARY OF PROVISIONS:
Sections 1 and 2: amend Sections 1676 and 1680 of the Public
Authorities Law by adding YMCA-Women's Community Center of Rome, New
York Inc. to the Dormitory Authority's enabling act.

Section 3 provides that contracts entered into pursuant to this
legislation, by the Dormitory Authority, shall be deemed state
contracts and the YMCA shall be deemed a contracting agency, within
the meaning of the terms provided in article 15A of the executive law.

Section 4 provides for an immediate effective date.

JUSTIFICATION:
The YMCA-Women's Community Center of Rome, New York Inc. is a
community-based, 501c3 charitable, nonprofit organization. The Rome
branch was founded in 1871 and serves the greater Rome, Oneida and
New Hartford areas with programs and services for the whole family.

Access to Dormitory Authority financing will provide the YMCA-Women's
Community Center of Rome, New York Inc. with cost savings related to
the organization's facilities.

  AN ACT to amend the public authorities law, in relation to the financing
    and/or  refinancing  of  equipment  or  the acquisition, construction,
    reconstruction, or development of facilities by the dormitory authori-
    ty for Young Men's Christian Association-Women's Community  Center  of
    Rome, New York Incorporated

    THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
  BLY, DO ENACT AS FOLLOWS:


    Section 1. Paragraph (b) of subdivision  2  of  section  1676  of  the
  public authorities law is amended by adding a new undesignated paragraph
  to read as follows:

    YOUNG  MEN'S  CHRISTIAN  ASSOCIATION-WOMEN'S COMMUNITY CENTER OF ROME,
  NEW YORK INCORPORATED, FOR THE FINANCING AND/OR REFINANCING OF EQUIPMENT
  OR THE ACQUISITION, CONSTRUCTION, RECONSTRUCTION, DEVELOPMENT,  IMPROVE-
  MENT,  EXPANSION AND/OR EQUIPPING OF A FACILITY OR FACILITIES AND NECES-
  SARY ANCILLARY AND RELATED FACILITIES.
    S 2. Subdivision 1 of section 1680 of the public  authorities  law  is
  amended by adding a new undesignated paragraph to read as follows:

    YOUNG  MEN'S  CHRISTIAN  ASSOCIATION-WOMEN'S COMMUNITY CENTER OF ROME,
  NEW YORK INCORPORATED, FOR THE FINANCING AND/OR REFINANCING OF EQUIPMENT
  OR THE ACQUISITION, CONSTRUCTION, RECONSTRUCTION, DEVELOPMENT,  IMPROVE-
  MENT,  EXPANSION AND/OR EQUIPPING OF A FACILITY OR FACILITIES AND NECES-
  SARY ANCILLARY AND RELATED FACILITIES.
    S 3. Any contracts entered into by the dormitory authority pursuant to
  this act shall be deemed state contracts within the meaning of that term
  as set forth in article 15-A of  the  executive  law,  and  Young  Men's
  Christian  Association-Women's Community Center of Rome, New York Incor-
  porated shall be deemed, for purposes of this act, a contracting  agency
  as that term is used in such article.
    S 4. This act shall take effect immediately.
