TITLE OF BILL: An act to amend the highway law, in relation to designating a portion of the state highway system in the town of Brookhaven as the "Richard Nappi Memorial Bridge"

PURPOSE OR GENERAL IDEA OF BILL: This legislation would designate the bridge on Patchogue-Mount Sinai Road also known as County Road 83 which crosses interstate route 495 in the town of Brookhaven, the "Richard Nappi Memorial Bridge."

SUMMARY OF SPECIFIC PROVISIONS: Section One amends the highway law by adding a new section 343-z which designates a portion of the state highway system the "Richard Nappi Memorial Bridge."

Section Two directs the commissioner of transportation to install and maintain adequate signage as is designated by this act. The renaming of the bridge is ceremonial in nature and the official name shall remain unchanged to avoid confusion and limit disruption in commerce.

Section Three is the effective date.

JUSTIFICATION: Lt. Richard A. Nappi, a member of the Fire Department of New York's Engine 237 died in the line of duty on April 16, 2012 while battling a burning warehouse in Brooklyn. Lt. Nappi, a resident of Farmingville, also volunteered with the Farmingville Fire Department, and was a top instructor at the Suffolk County Fire Academy in Yaphank.

Lt. Richard Nappi had dedicated his life to firefighting, and the education of firefighters. He was honored as a hero in 1995, when he pulled fellow firefighters out of danger in the thick of the Long Island wildfires, and on September 11, 2001 he raced to lower Manhattan following the terrorist attacks on the World Trade Center, even though it was his day off.

This dedication will memorialize Lt. Nappi in his community and remind those who travel this bridge of the sacrifices he made, and the mark that he left on those in his community.

EFFECTIVE DATE: This act shall take effect immediately.

AN ACT to amend the highway law, in relation to designating a portion of
  the state highway system in the town of  Brookhaven  as  the  "Richard
  Nappi Memorial Bridge"

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The highway law is amended by adding a new section 343-z to
read as follows:
  S 343-Z. PORTION OF STATE HIGHWAY  SYSTEM  TO  BE  DESIGNATED  AS  THE
"RICHARD  NAPPI  MEMORIAL  BRIDGE".  THE BRIDGE ON PATCHOGUE-MOUNT SINAI
ROAD ALSO KNOWN AS COUNTY ROAD 83 WHICH CROSSES INTERSTATE ROUTE 495  IN
THE TOWN OF BROOKHAVEN, COUNTY OF SUFFOLK, SHALL BE DESIGNATED AND KNOWN
AS THE "RICHARD NAPPI MEMORIAL BRIDGE".
  S  2. The commissioner of transportation shall provide for the instal-
lation and maintenance of adequate signing of the state  highway  system
as  designated  pursuant  to  section one of this act. However, to avoid
confusion and to limit any possible disruption of commerce,  the  desig-
nation  called  for  pursuant to section one of this act shall be one of
ceremonial nature and the official name of  such  bridge  shall  not  be
changed as a result of this act.
  S 3. This act shall take effect immediately.
