TITLE OF BILL: An act to amend the education law, in relation to requiring the waiver of the regents examination requirement for certain students who take advanced placement examinations

PURPOSE:

To require the regents exam to be waived for any student who scores a 3, 4, or 5 on the advanced placement examination in the subject of the regents examination.

SUMMARY OF PROVISIONS:

Section 1. The education law is amended by adding a new section 208-b, to create a primary school regents waiver to waive the requirement for a student to take and pass a regents exam for subjects in which the student took an advanced placement exam and received a 3 or higher.

Section 2 is the enacting clause.

JUSTIFICATION:

Currently students in New York State that take advanced coursework and consequently advanced placement exams are able to receive college level credit for scores above 3 on such exams. Yet these students must take the regents exam additionally in order to receive a high school diploma. Students who score above a 3 on such exams are widely accepted to have successfully grasped the academic concepts and demonstrated their knowledge adequately on a college level test. The end of the academic semester is a stressful time of the year with great pressure on the student to continue to excel. New York State should recognize instances where students excel instead of requiring the student to once again prove their academic ability.

FELDER -- read twice and ordered printed, and when printed to be committed to the Committee on Education AN ACT to amend the education law, in relation to requiring the waiver of the regents examination requirement for certain students who take advanced placement examinations THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The education law is amended by adding a new section 208-b to read as follows: S 208-B. HIGH SCHOOL REGENTS EXAMINATION WAIVER. THE REGENTS SHALL WAIVE THE REQUIREMENT FOR A STUDENT TO TAKE AND PASS A REGENTS EXAMINA- TION FOR A SUBJECT IN WHICH A HIGH SCHOOL STUDENT HAS TAKEN AN ADVANCED PLACEMENT COURSE AND RECEIVED A 3, 4 OR 5 AS A SCORE ON THE ADVANCED PLACEMENT EXAMINATION THEREFOR. S 2. This act shall take effect immediately.
