BILL NUMBER:S7441

TITLE OF BILL: An act to amend the public service law, in relation to the community wind energy pilot program

PURPOSE: Establishes a community wind energy pilot program

SUMMARY OF PROVISIONS:

Section 1 amends the public service law by adding a new section 66-n, which details the Community Wind Energy pilot program.

Section 2 sets an immediate effective date.

JUSTIFICATION: Many New Yorkers would like to move to wind energy, but are unable to because they live in an apartment or other situation that is unsuitable for a wind installation. A community wind energy pilot project will allow those New Yorkers to invest in an off-site wind energy, offsetting their energy consumption and creating an ongoing funding stream for new installations.

Wind energy releases no pollution into the air or water, and does not contribute to global climate change. It is a free and inexhaustible source of energy. Community wind energy installations will diversity New York State's energy portfolio and reduce its reliance on foreign sources of energy. It will create good jobs in construction and maintenance of the systems while providing new sources of revenue to rural landowners, farmers, and communities.

LEGISLATIVE HISTORY: This is a new bill.

LOCAL FISCAL IMPLICATIONS: None

EFFECTIVE DATE: This act shall take effect immediately.
