BILL NUMBER:S7601 TITLE OF BILL: An act to amend the public health law, in relation to the palliative care education and training council; and to direct such council to examine and make recommendations relating to such training and education in nursing and social work schools PURPOSE: To amend the state's Palliative Care Education and Training Council to promote practitioner education, training, skills and participation in palliative care programs, and ultimately the provision of and access to needed palliative care for patients. SUMMARY OF PROVISIONS: Section one amends the state Palliative Care Education and Training Council to add to the council membership individuals representative of home care, social work and health coverage plans. Section two directs the Council, within its mission, to examine and make recommendations to the commissioners of health and education, the chancellor of the state university of New York, and the Chairs of the Senate and Assembly Committees on Health, Education and Higher Education, with regard to the need, approaches and resources to provide for palliative care education and training in state certified schools of nursing and social work, as well as in practice settings at the health care facility or agency level.

HANNON -- read twice and ordered printed, and when printed to be committed to the Committee on Health AN ACT to amend the public health law, in relation to the palliative care education and training council; and to direct such council to examine and make recommendations relating to such training and educa- tion in nursing and social work schools THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Paragraph (a) of subdivision 6 of section 2807-n of the public health law, as added by section 63-f of part C of chapter 58 of the laws of 2007, is amended to read as follows: (a) The New York state palliative care education and training council is established in the department as an expert panel in palliative medi- cine, education and training. Its members shall be appointed by the commissioner. The commissioner shall seek recommendations for appoint- ments to such council from New York state-based health care profes- sional, consumer, medical institutional and medical educational leaders. Members of the council shall include: nine representatives of medical schools and hospital organizations; two representatives of medical acad- emies; two patient advocates; individual representatives of an organiza- tion broadly representative of physicians, internal medicine, family physicians, nursing, SOCIAL WORK, hospice, HOME CARE, HEALTH COVERAGE PLANS, neurology, psychiatry, pediatrics, obstetrics-gynecology, surgery, and the hospital philanthropic community; and the executive director or a member of the governor's taskforce on life and the law and of the New York state council on graduate medical education. Members shall have expertise in palliative care or pain management. Members shall serve a term of three years with renewable terms. Members shall receive no compensation for their services, but shall be allowed actual and necessary expenses in the performance of their duties. S 2.
