AN ACT to amend the public health law, in  relation  to  the  palliative
  care  education  and  training  council; and to direct such council to
  examine and make recommendations relating to such training and  educa-
  tion in nursing and social work schools

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Paragraph (a) of subdivision 6 of  section  2807-n  of  the
public  health  law, as added by section 63-f of part C of chapter 58 of
the laws of 2007, is amended to read as follows:
  (a) The New York state palliative care education and training  council
is  established in the department as an expert panel in palliative medi-
cine, education and training. Its members  shall  be  appointed  by  the
commissioner.  The  commissioner shall seek recommendations for appoint-
ments to such council from New  York  state-based  health  care  profes-
sional, consumer, medical institutional and medical educational leaders.
Members  of  the  council shall include: nine representatives of medical
schools and hospital organizations; two representatives of medical acad-
emies; two patient advocates; individual representatives of an organiza-
tion broadly representative of  physicians,  internal  medicine,  family
physicians,  nursing,  SOCIAL  WORK, hospice, HOME CARE, HEALTH COVERAGE
PLANS,   neurology,   psychiatry,   pediatrics,   obstetrics-gynecology,
surgery,  and  the  hospital  philanthropic community; and the executive
director or a member of the governor's taskforce on life and the law and
of the New York state council on  graduate  medical  education.  Members
shall  have  expertise  in  palliative  care or pain management. Members
shall serve a term of three years with renewable  terms.  Members  shall
receive  no compensation for their services, but shall be allowed actual
and necessary expenses in the performance of their duties.
  S 2. The palliative care education and  training  council  established
pursuant  to  paragraph  (a)  of  subdivision 6 of section 2807-n of the
public health law shall examine and make recommendations to the  commis-
sioners  of health and education, the chancellor of the state university
