BILL NUMBER:S7621 TITLE OF BILL: An act in relation to the conveyance of land formerly used as an armory to the city of Rome, county of Oneida PURPOSE: To direct the Commissioner of General Services to transfer a former NYS Armory to the City of Rome to be used for various municipal uses by the City. SUMMARY OF PROVISIONS: Section 1 authorizes the commissioner of General Services to convey a former NYS Armory to the City of Rome. Section 2 provides a description of the property. Section 3 requires an application within one year of the act. Section 4 provides that the property shall be used as a recreation, electrical and parks department. Upon termination of said use, the land shall revert to the State. Section 5 provides for an immediate effective date. JUSTIFICATION: As the use of the aforementioned property as an armory has been discontinued, the City of Rome now desires to acquire this property and relocate their recreation, parks and electrical departments. In addition, the property would be utilized by the City for a variety of other municipal uses. The large garage and storage space offered at the armory space property is well suited for these uses and as such, the City has requested this legislation. LEGISLATIVE HISTORY: New. AN ACT in relation to the conveyance of land formerly used as an armory
to the city of Rome, county of Oneida
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:
Section 1. Subject to the provisions of this act but notwithstanding
any other provision of law to the contrary, the commissioner of general
services is hereby authorized to transfer and convey to the city of Rome
in consideration of one dollar and upon such other conditions as the
commissioner may deem proper land formerly used as an armory and further
described in section two of this act.
S 2. The lands authorized by this act to be transferred and conveyed
are as follows:
ALL that certain tract, piece or parcel of land situate, lying and
being in the City of Rome, County of Oneida, State of New York, bounded
and described as follows:
BEGINNING at a point on the easterly side of Black River Boulevard,
said point being 154 feet northerly measured along the east side of said
Black River Boulevard from the northerly side of East Locust Street;
running thence North 26� 13' East 123.19 feet to a point and North
27�22'20" East 166.81 feet along the said easterly side of said Black
River Boulevard to a point on the southerly side of a 10 foot strip of
land bounding on the south the southerly line of a Map of Section 3 John
C. Lynch Sub-division east of Black River Boulevard, Rome, New York,
made for Oneida Homes Inc., June 11, 1943, by Merritt & LaBella, Profes-
sional Engineers and Surveyors, filed in the Oneida County Clerk's
Office; thence South 62�47' East 677.00 feet along the southerly side of
said 10 feet strip to an iron pin in the westerly line of land shown on
Map of Section 4, John C. Lynch Sub-division east of Black River Boule-
vard, Rome, New York, made for Jess- Well Homes, Inc. by Merritt &
LaBella, Professional Engineers and Surveyors, dated August 10, 1943,
and filed in the aforementioned County Clerk's Office; thence South
27�20' West 288 feet along the said westerly line of said land shown

[ ] is old law to be omitted.

upon said last mentioned map to an iron pin in the northerly line of the
so-called Burt Olney Tract; thence along said line North 78�15'30" West
303.17 feet to a point; thence North 27�15' East 79.73 feet to a point;
thence North 62�45' West 382.44 feet to the point and place of begin-
ning. Containing within said bounds 4.623 acres, be the same more or
less.
All Bearings are referred to True North.
S 3. The commissioner of general services shall not transfer or convey
the aforesaid land unless application is made by the city of Rome within
one year after the effective date of this act.
S 4. Any lands transferred pursuant to this act shall be used for the
purposes of the city of Rome to utilize the subject property and improve
the structures for use by the recreation, electrical and parks depart-
ments and recreational programs developed and operated by the city of
Rome, and upon termination of such use title to the lands so transferred
shall revert to the state of New York.
S 5. This act shall take effect immediately.
