JUSTIFICATION : Naturally Occurring Retirement Communities (NORC's) provide non-medical support and opportunities for socialization for older New Yorkers that reside within its service area. Local community matching funds shall allow for dues, fees for service, individual and community contributions in order to remain viable. This bill removes the head of house hold requirement that may prevent an adult over the age of 60 from participating in NORC supportive services.
