BILL NUMBER:S7657 TITLE OF BILL: An act directing the department of transportation to keep certain roadways open PURPOSE: The purpose of this bill is to improve the flow of traffic by dispersing more cars among more lanes, while preserving the principal objective of the high-occupancy vehicle lane. SUMMARY OF PROVISIONS: Subsection 1 directs the Department of Transportation to allow all high-occupancy vehicles to use the "high-occupancy vehicle" lanes of the specified portion of Interstate 278 at all times, while reserving for the Department of Transportation the right to close such lanes for purposes for maintenance and repairs. Subsection 2 defines "high-occupancy vehicle" as any automobile containing three or more people. JUSTIFICATION: Interstate 278 (I-278) is one of the most heavily traveled roadways in all of New York State, running through each of New York City's five boroughs. SAVINO, LANZA -- read twice and ordered printed, and when printed to be committed to the Committee on Rules AN ACT directing the department of transportation to keep certain road- ways open THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. 1. The department of transportation is directed to allow any high-occupancy vehicle traveling northbound and southbound on Inter- state 278 between the Goethals Bridge to the Verrazano-Narrows Bridge, known as the Staten Island Expressway, to utilize the high-occupancy vehicle lane at all times, excepting periods of road work and repairs. 2. As used in this section, "high-occupancy vehicle" is defined as any automobile containing three or more people. S 2. This act shall take effect on the ninetieth day after it shall have become a law.
