BILL NUMBER:S7698

TITLE OF BILL: An act authorizing the commissioner of general services to sell certain land to Northeast Brooklyn Housing Development Corporation

PURPOSE OR GENERAL IDEA OF BILL: The purpose of this bill is to transfer state property at 1024 Fulton Street, Brooklyn, New York to the Northeast Brooklyn Housing Development Corporation (NEBHDCo) for fair market value.

SUMMARY OF SPECIFIC PROVISIONS: This bill would convey state property located at 1024 Fulton Street, Brooklyn, New York, for fair market value to NEBHDCo, upon such terms and conditions as the commissioner of the Office of General services may fix and determine.

The land shall not be transferred unless application is made by the Northeast Brooklyn Housing Development Corporation within one year after the effective date of this act.

JUSTIFICATION: The Northeast Brooklyn Housing Development Corporation (NEBHDCo) plans to use this property for a mixed-use of affordable housing for the elderly and veterans, with complimentary social services and a mix of creative commercial and retail uses to provide a variety of goods and services. This is an appropriate and productive use of this unused state property. NEBHDCo's preliminary feasibility analysis of housing needs for elderly population in New York State indicated a growing demand for senior housing and assisted living facilities that enable the elderly to age in their current communities while being able to access necessary support services. Ultimately, this project will benefit the dormant stretch of Fulton Street corridor by spurring economic development in the area.

PRIOR LEGISLATIVE HISTORY: This is a new bill.

FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS: Undetermined.

EFFECTIVE DATE: This act shall take effect immediately.
