TITLE OF BILL : An act to amend the highway law, in relation to designating a portion of the state highway system in the village of Port Dickinson, in the county of Broome, as the "Officer Aldo Rossi Junior Memorial Highway"

PURPOSE : This bill designates a portion of state highway 52-8, known as the Brandywine Highway, in the village of Port Dickinson the "Officer Aldo Rossi Junior Memorial Highway".

SUMMARY OF PROVISIONS : Section 1. Designates the portion of state highway 52-8, within the village of Port Dickinson, beginning at the boundary with the city of Binghamton and continuing northerly to its intersection with Chenango Street, the "Officer Aldo Rossi Junior Memorial Highway".

Section 2. Designates the commissioner of transportation to provide and maintain adequate signing for such dedication.

Section 3. Sets the effective date as immediately.

JUSTIFICATION : Police Officer Aldo Rossi Junior, age 42, was killed on July 27, 2008 when he was struck by a drunk driver while on duty. Officer Aldo Rossi Jr. was, at the time of his death, serving in the village of Port Dickinson Police Department. It has been proposed to rename the portion of the Brandywine Highway within the village of Port Dickinson as a fitting memorial to his service. A petition has circulated in the past few months and as of May 4, 2010 it has received 2183 signatures in support of renaming the highway in honor of Aldo Rossi Jr.

EFFECTIVE DATE : This act shall take effect immediately.

LIBOUS -- read twice and ordered printed, and when printed to be committed to the Committee on Transportation -- commit- tee discharged, bill amended, ordered reprinted as amended and recom- mitted to said committee AN ACT to amend the highway law, in relation to designating a portion of the state highway system in the village of Port Dickinson, in the county of Broome, as the "Officer Aldo Rossi Junior Memorial Highway" THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The highway law is amended by adding a new section 343-x to read as follows: S 343-X. PORTION OF STATE HIGHWAY SYSTEM TO BE DESIGNATED AS THE "OFFICER ALDO ROSSI JUNIOR MEMORIAL HIGHWAY". ALL THAT PORTION OF THE STATE HIGHWAY SYSTEM CONSTITUTING STATE HIGHWAY 52-8 IN THE VILLAGE OF PORT DICKINSON, COUNTY OF BROOME, BEGINNING AT THE BOUNDARY WITH THE CITY OF BINGHAMTON, CONTINUING NORTHERLY TO ITS INTERSECTION WITH CHENANGO STREET SHALL BE DESIGNATED AND KNOWN AS THE "OFFICER ALDO ROSSI JUNIOR MEMORIAL HIGHWAY". S 2. The commissioner of transportation shall provide for the instal- lation and maintenance of adequate signing of the state highway system as designated pursuant to section one of this act. However, to avoid confusion and to limit any possible disruption of commerce, the desig- nation called for pursuant to section one of this act shall be one of ceremonial nature and the official name of such highway shall not be changed as a result of this act. S 3. This act shall take effect immediately.
