Memo

BILL NUMBER:S7815A

TITLE OF BILL:

An act to legalize, validate, ratify and confirm the establishment and funding of water district no. 7 in the town of Brutus, county of Cayuga

PURPOSE OR GENERAL IDEA OF BILL:

The purpose of the bill is to legalize, validate, ratify and confirm the establishment and funding of water district no. 7 in the town of Brutus in Cayuga County.

SUMMARY OF SPECIFIC PROVISIONS:

Section 1 legalizes, validates, ratifies and confirms establishment and funding of water district No. 7.

Section 2 explains the need for the validating act.

Section 3 contains the repayment plan for the installment bond.

Section 4 contains the effective date.

JUSTIFICATION:

The town board of Brutus drilled a water line under the New York State Thruway at a cost of $35,000. At the time, the New York State Thruway was under repairs and if the town of Brutus had not had access until after the thruway was repaired, the cost of installing the water line would have been in excess of $200,000. Thus, the actions of the town saved the taxpayers a significant amount of money. The town board of Brutus was unable to properly post notices and public hearings for its actions because of the necessity for quick action to install the pipe when the access was ideal due to the thruway construction.

PRIOR LEGISLATIVE HISTORY: New bill.

FISCAL IMPLICATIONS:

None to the State.

EFFECTIVE DATE:

This act shall take effect immediately.
