TITLE OF BILL:
An act
to amend the highway law, in relation to designating
a certain portion of
state highway 19 in
the town of Hume in the county of Allegany as the "Almond E. Fisher
Memorial Highway"

PURPOSE OR GENERAL IDEA OF BILL:
To designate a portion of the state highway system as the "Almond E.
Fisher Memorial Highway". The section of road to be named is the area
between State Highway 19 within the Town of Hume from the Allegany
County Line to the intersection of the Allegany County Road 3 in the
Town of Hume.

SUMMARY OF SPECIFIC PROVISIONS:
It would amend the highway law by adding a new section 343-Y to read
as follows: portion of the state highway system to be designated as
the "Almond E. Fisher Memorial Highway". All the portion of the state
highway system beginning at the Allegany county line in the town of
Hume, and continuing southerly along state route nineteen to its
intersection with Allegany County Road 3 in the town of Hume,
Allegany County, shall be designated and be known as the "Almond E.
Fisher Memorial Highway".
              

JUSTIFICATION:
Almond E. Fisher was an officer who served in WWII, leading his
platoon to victory in hand-to-hand combat in central France. During
this battle, he was shot in both feet but stayed with his men until he
was relieved and the ground secured. For his acts of heroism, he was
awarded with a Medal of Honor and a Purple Heart. Upon returning to
the states, Mr.
Fisher became an active leader in many veteran-based groups throughout
the state. After his passing in 1982, the town of Hume honored Mr.
Fisher, his acts of bravery, and the service he had provided for their
community. Because of his honorable service for the United States
Military, and active role in Veteran's affairs, it is only proper
that the state of New York recognize Almond E. Fisher by naming the
designated portion of road, located in his hometown, after the hero
he so proved himself to be.

FISCAL IMPLICATIONS:
The commissioner of transportation shall provide
for the installation and maintenance of adequate signing of the state
highway system as designated pursuant to section one of this act;
provided that, to avoid any confusion and to limit any possible
disruption of commerce, the designation called for pursuant to
section one of this act shall be one of ceremonial nature and the
official name of such highway shall not be changed as a result of
this act.


EFFECTIVE DATE:
This act shall take effect immediately.
