AN  ACT to amend the economic development law, in relation to creating a
  directory of technical and financial  assistance  programs  for  small
  businesses and minority and women owned business enterprises

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The economic development law is amended  by  adding  a  new
section 107 to read as follows:
  S  107. DIRECTORY OF SMALL BUSINESS AND MINORITY AND WOMEN OWNED BUSI-
NESS ENTERPRISE ASSISTANCE. 1.  THE OFFICE SHALL CREATE AND  MAINTAIN  A
REGISTRY  OF STATE, FEDERAL, PRIVATE AND NON-PROFIT TECHNICAL AND FINAN-
CIAL PROGRAMS AVAILABLE TO MINORITY AND WOMEN-OWNED BUSINESS ENTERPRISES
AND SMALL BUSINESSES, GENERALLY.
  2. THE OFFICE SHALL MAINTAIN THE FORMAT AND CONTENT OF  SUCH  REGISTRY
ON  A COMPUTERIZED DIRECTORY WHICH SHALL BE UPDATED AT LEAST MONTHLY AND
SHALL PROVIDE A METHOD FOR WHICH REGISTRY INFORMATION MAY  BE  DELIVERED
TO  THE OFFICE ELECTRONICALLY. THE OFFICE SHALL PROVIDE PUBLIC ACCESS TO
SUCH COMPUTERIZED DIRECTORY IN  A  MANNER  THAT  ALLOWS  INDIVIDUALS  TO
SEARCH THE DIRECTORY BY NAME, DATE OR TYPE OF ASSISTANCE.
  3.  THE  PROGRAMS LISTED SHALL BE DIVIDED INTO FINANCIAL AND TECHNICAL
ASSISTANCE AND FURTHER DIVIDED INTO PROGRAMS AVAILABLE  TO  SMALL  BUSI-
NESSES  GENERALLY AND DEDICATE A WEBPAGE OR DIRECTORY TO PROGRAMS APPLI-
CABLE SOLELY TO MINORITY AND WOMEN OWNED BUSINESS ENTERPRISES.
  4. EACH PROGRAM LISTED SHALL CONTAIN IDENTIFYING INFORMATION INCLUDING
A PROGRAM DESCRIPTION, THE TYPE OF ASSISTANCE OFFERED, INSTRUCTIONS  FOR
APPLICATION  TO  SUCH  PROGRAM,  THE  DEADLINE FOR SUCH APPLICATION, THE
NAME, ADDRESS AND PHONE NUMBER OF A CONTACT  PERSON  AT  SUCH  STATE  OR
FEDERAL  AGENCY  OR  PRIVATE  FOUNDATION,  AND  IN THE CASE OF FINANCIAL

AN ACT to amend the economic development law, in relation to creating  a

  businesses and minority and women owned business enterprises

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
