S973-2013 Memo
BILL NUMBER:S973 TITLE OF BILL: An act to amend the highway law, in relation to designating a certain highway in the city of Norwich, county of Chenango, as a state arterial highway PURPOSE OR GENERAL IDEA OF BILL: This bill designates a portion of state Route 23 as an arterial route of the State Highway system that passes through the City of Norwich. SUMMARY OF PROVISIONS: Adds a third subdivision to section 349-E making a 2.8 mile stretch of highway an arterial route to the state highway system. JUSTIFICATION: Currently, two state Routes that. pass through the City of Norwich are designated under the State Highway Law. However, a third highway, State Route 23, traverses the City of Norwich on three streets (Pleasant, Rexford, and Plymouth Street). This comprises the longest state route that passes through the City, and should be designated as an arterial route. The City of Norwich currently carries the unfair burden of arterial maintenance for the 1.51 mile stretch of Route 23, and during these tough economic times, this change will help the City of Norwich maintain the vital arterial route through Chenango County and the South Central Tier. LEGISLATIVE HISTORY: S.3138 - Enacting Clause Stricken FISCAL IMPLICATIONS: None. EFFECTIVE DATE: This act shall take effect immediately.
