BILL NUMBER:S5380B TITLE OF BILL: An act to authorize certain health care professionals licensed to practice in other jurisdictions to practice in this state in connection with an event sanctioned by the World Police and Fire Games Federation; and providing for the repeal of such provisions upon expiration thereof PURPOSE: This legislation allows health care professionals to perform services at the 2011 World police and Fire Games athletic events to be held between August 26 through September 5, 2011. SUMMARY OF PROVISIONS: Section 1- allows any person who is licensed to practice as a physician, physician's assistant, massage therapist, physical therapist, chiropractor, dentist, optometrist, nurse, nurse practitioner, podiatrist, athletic trainer, emergency medical technician, or paramedic in another state or territory, who is in good standing with such state or territory, and who has been appointed by the 2011 police and Fire Games to provide professional services to competitors at these events. Section 2- provides the effective date. JUSTIFICATION: The World police and Fire Games are eleven days of sports competition and specially planned events in New York City, which will respectively coincide with the ten year remembrance of September 11, 2011. As these events are physically taxing on the athlete, the health and safety of the participants in the days before the events and especially during and after the events is crucial. A shortage of health care professionals at such events would be detrimental to the health and safety of the competitors during these physically demanding times. This legislation would allow licensed health care professionals from other states who volunteer and are sanctioned by the 2011 World police and Fire Games to perform services for the athletes. LEGISLATIVE HISTORY: Legislation of this type has been passed by the Legislature in the past for the Olympic Games in Lake Placid in 1980 and the Goodwill Games in New York City in 1997 as well as for the 2001, 2002, 2003, 2004, 2005, 2006, 2007, 2008, 2009 and 2010 Ironman USA triathlons in Lake Placid. 2010: Chapter 159 FISCAL IMPLICATIONS: None. EFFECTIVE DATE: This act shall take effect August 22, 2011 (four days prior to the event) and shall expire and be deemed repealed September 6, 2011 (one day following the event).

AN ACT to authorize certain health care professionals licensed to prac tice in other jurisdictions to practice in this state in connection with an event sanctioned by the World Police and Fire Games Feder ation; and providing for the repeal of such provisions upon expiration thereof
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM BLY, DO ENACT AS FOLLOWS:
Section 1. Notwithstanding any inconsistent provision of law, any person who is licensed to practice as a physician, physician's assist ant, massage therapist, physical therapist, chiropractor, dentist, opto metrist, nurse, nurse practitioner or podiatrist in another state or territory, who is in good standing in such state or territory and who has been appointed by the World Police and Fire Games Federation to provide professional services at an event in this state sanctioned by the World Police and Fire Games Federation, may provide such profes sional services to athletes and team personnel registered to train at a location in this state or registered to compete in an event conducted under the sanction of the World Police and Fire Games Federation in the state without first being licensed pursuant to the provisions of title 8 of the education law. Such services shall be provided for the period beginning four days prior to and ending one day following such event.
S 2. This act shall take effect August 22, 2011 and shall expire and be deemed repealed September 9, 2011. EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted. LBD11600-04-1
