BILL NUMBER:A482 TITLE OF BILL: An act to authorize the commissioner of education to design and implement a biennial contest to name an official Empire state children's book PURPOSE OR GENERAL IDEA OF BILL: To allow elementary school students, statewide, to biennially vote to select an official New York State chil- dren's book. SUMMARY OF SPECIFIC PROVISIONS: Section 1 of this bill would establish the Empire state children's book project within the State Education Department. The Commissioner of Education, or his or her designee, would be directed to design and implement the project. Such project design would include the development of criteria for the selection of five books which will be considered official children's book finalists, the establishment of a biennial statewide contest in which all elementary students would vote from among the, five finalists. This bill estab- lishes provisions for the display and sale of the official Empire state children's book for the duration of its designation as such. Any and all proceeds shall be used to offset future costs of the project. JUSTIFICATION: New York State currently does not have an official chil- dren's book. Bestowing the responsibility of choosing an official chil- dren's book upon our elementary school students would help to encourage literacy, civic involvement and state pride.
