TOWNSEND -- read once and referred to the Committee on Transpor- tation AN ACT to amend the vehicle and traffic law, in relation to eliminating additional fees for special license plates issued to veterans THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivisions 1 and 1-a of section 404 of the vehicle and traffic law, subdivision 1 as amended by chapter 170 of the laws of 1994 and subdivision 1-a as added by chapter 415 of the laws of 2001, are amended to read as follows: 1. The commissioner may issue special number plates to applicants therefor in the same manner as other number plates are issued pursuant to this article. Such special number plates shall be issued only upon payment of an annual service charge of twenty-five dollars in addition to the regular fee prescribed by section four hundred one of this [chap- ter] ARTICLE. Application for special number plates shall be made in accordance with regulations promulgated by the commissioner with respect to issuance of such number plates. Provided, however, in lieu of the annual fee specified herein, the commissioner may establish specific categories of plates for which an annual fee of not less than fifteen dollars nor more than twenty-five dollars may be charged subject to the approval of the director of the division of the budget. NOTWITHSTANDING ANY OTHER PROVISION OF THIS SUBDIVISION OR ANY OTHER PROVISION OF LAW, ANY REGISTRATION AND SPECIAL NUMBER PLATES ISSUED TO A PERSON AS A RESULT OF SUCH PERSON'S SERVICE IN A BRANCH OF THE ARMED FORCES OF THE UNITED STATES SHALL BE ACCOMPANIED ONLY BY THE REQUIRED FEE OTHERWISE REQUIRED TO BE PAID FOR VEHICLE REGISTRATION. 1-a. The commissioner may issue special number plates to applicants who are members of veterans organizations in the same manner as other number plates are issued pursuant to this article.
