BILL NUMBER: S3922 TITLE OF BILL : An act to amend the executive law, in relation to public safety and requiring the office of homeland security, in consultation with the department of education, to establish a statewide planning and mapping system for the schools, colleges and universities of the state PURPOSE OF THE BILL : To equip first responders with the tools to minimize the impact of critical incidents and protect students, faculty and the community. SUMMARY OF PROVISIONS : Section one of the bill requires the State Office of Homeland Security, in consultation with the Education Department to establish a statewide critical incident mapping and planning system (CIMPS) for the public and private schools, colleges and universities for use by response agencies that are called to respond to an act of terrorism or other emergency. FLANAGAN, LARKIN, MORAHAN, VOLKER -- read twice and ordered printed, and when printed to be committed to the Committee on Veterans, Homeland Security and Military Affairs AN ACT to amend the executive law, in relation to public safety and requiring the office of homeland security, in consultation with the department of education, to establish a statewide planning and mapping system for the schools, colleges and universities of the state THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The executive law is amended by adding a new section 716 to read as follows: S 716. STATEWIDE CRITICAL INCIDENT MAPPING AND PLANNING SYSTEM. 1. TO THE EXTENT THAT FUNDS ARE MADE AVAILABLE, THE OFFICE OF HOMELAND SECURI- TY SHALL ESTABLISH A STATEWIDE PLANNING AND MAPPING SYSTEM FOR THE PUBLIC AND PRIVATE SCHOOLS, COLLEGES AND UNIVERSITIES IN THIS STATE FOR USE BY RESPONSE AGENCIES THAT ARE CALLED TO RESPOND TO AN ACT OF TERROR- ISM OR RELATED EMERGENCY. 2. THE STATEWIDE PLANNING AND MAPPING SYSTEM MUST INCLUDE, WITHOUT LIMITATION: A. THE TYPE OF INFORMATION THAT MUST BE INCLUDED WITHIN THE SOFTWARE PROGRAM THAT COMPRISES THE SYSTEM, INCLUDING, WITHOUT LIMITATION, FLOOR PLANS, FIRE PROTECTION INFORMATION, BUILDING EVACUATION PLANS, UTILITY INFORMATION, KNOWN HAZARDS, AND INFORMATION ON HOW TO CONTACT EMERGENCY PERSONNEL; B. THE MANNER BY WHICH INFORMATION PRESCRIBED PURSUANT TO PARAGRAPH A OF THIS SUBDIVISION MUST BE TRANSFERRED TO THE SYSTEM FROM THE STATE AGENCIES AND THE POLITICAL SUBDIVISIONS THAT PARTICIPATE IN THE SYSTEM; C. STANDARDS FOR THE SOFTWARE THAT MUST BE USED BY STATE AGENCIES AND POLITICAL SUBDIVISIONS THAT PARTICIPATE IN THE SYSTEM; D.
