AN ACT to amend the multiple dwelling law, in relation to requiring  the
  owners  of certain multiple dwellings to provide, install and maintain
  screens for every window in a residential unit of such dwelling

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  The  multiple  dwelling  law  is  amended by adding a new
section 30-a to read as follows:
  S 30-A. SCREEN WINDOWS. 1. THE PROVISIONS OF THIS SECTION SHALL  APPLY
ONLY TO MULTIPLE DWELLINGS ERECTED AFTER THE EFFECTIVE DATE OF THIS ACT,
AND SHALL APPLY TO MULTIPLE DWELLINGS WITH AT LEAST SEVEN UNITS.
  2.  (A)  THE OWNER OF THE MULTIPLE DWELLING SHALL PROVIDE, INSTALL AND
MAINTAIN WELL FITTED AND MOVABLE WINDOW SCREENS ON EVERY WINDOW IN EVERY
RESIDENTIAL DWELLING UNIT OF SUCH MULTIPLE DWELLING.
  (B) SUCH SCREENS SHALL BE IN GOOD WORKING CONDITION SUCH AS TO  EFFEC-
TIVELY  PREVENT  INGRESS  OF  OUTDOOR INSECT PESTS, FACILITATE EGRESS IN
CASE OF EMERGENCY, AND PERMIT ROUTINE WINDOW MAINTENANCE.
  S 2. This act shall take effect immediately.
