AN ACT to amend the vehicle and traffic law, in  relation  to  exempting
  certain  persons  from  paying  fees  charged  for certain distinctive
  plates

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1. Section 404-e of the vehicle and traffic law is amended by
adding a new subdivision 4 to read as follows:
  4. NOTWITHSTANDING SUBDIVISION THREE OF  THIS  SECTION  AND  THE  FEES
PRESCRIBED  OR  PERMITTED  BY  SECTION FOUR HUNDRED ONE OF THIS ARTICLE,
THERE SHALL BE NO CHARGE FOR THE ISSUANCE OF A NUMBER PLATE PURSUANT  TO
THIS  SECTION  TO A PURPLE HEART RECIPIENT NOR SHALL THERE BE IMPOSED AN
ADDITIONAL SERVICE CHARGE FOR THE ISSUANCE OF SUCH A  PLATE  TO  SUCH  A
PERSON.  FURTHERMORE,  UPON THE ISSUANCE OF A DISTINCTIVE PLATE PURSUANT
TO THIS SECTION, SUCH A PURPLE HEART RECIPIENT SHALL BE EXEMPT FROM  THE
PAYMENT  OF  ANY FEES RELATING TO THE REGISTRATION OR RENEWAL THEREOF AS
PRESCRIBED BY SECTION FOUR HUNDRED ONE OF THIS ARTICLE.
  S 2. Subdivision 3 of section 404-h of the vehicle and traffic law, as
amended by chapter 415 of the laws  of  2001,  is  amended  to  read  as
follows:
  3. A distinctive plate issued pursuant to this section shall be issued
in  the  same  manner as other number plates upon payment of the regular
registration fee prescribed by section four hundred one of this  article
provided,  however,  that [an] NO additional [one-time service charge of
ten dollars] CHARGES shall be charged for such plate.
  S 3. Subdivision 4 of section 404-j of the vehicle and traffic law, as
amended by chapter 415 of the laws of 2001 and such  section  as  renum-
bered by chapter 108 of the laws of 1994, is amended to read as follows:
  4.  Fee.  A  special  plate  and  registration issued pursuant to this
section shall be issued upon payment of  the  regular  registration  fee
prescribed  by section four hundred one of this article provided, howev-
er, that [an] NO additional [one-time service  charge  of  ten  dollars]
CHARGES shall be charged for such plate.
