LAVINE -- read once and referred to the Committee on Governmental Operations AN ACT to amend the executive law, in relation to materials incorporated by reference into regulations THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Paragraph c of subdivision 4 of section 102 of the execu- tive law, as amended by chapter 662 of the laws of 1993, is amended to read as follows: c. at the same time material identified pursuant to paragraph c of subdivision one of this section is filed with the secretary of state, an agency shall transmit a copy of all such material except material that is: (I) a United States statute or a code, rule or regulation published in the Code of Federal Regulations or in the Federal Register; OR (II) READILY AVAILABLE WITHOUT CHARGE ON THE INTERNET to the legislative library and, within each judicial [district] DEPARTMENT of the state, one court law library designated by the chief administrator of the courts; PROVIDED THAT FOR MATERIALS READILY AVAILABLE ON THE INTERNET, THE AGENCY SHALL IDENTIFY THE ADDRESS AT WHICH SUCH MATERIALS CAN BE ACCESSED; S 2.
