AN  ACT  to  amend  the  administrative code of the city of New York, in
  relation to licenses for the rental horse business

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  Section  17-327 of the administrative code of the city of
New York is amended by adding a new subdivision f to read as follows:
  F. THE CITY MAY NOT ISSUE FEWER LICENSES PURSUANT TO THIS  SUBCHAPTER,
THAN  ISSUED  IN  SUCH CITY IN THE YEAR TWO THOUSAND THIRTEEN.  THE CITY
SHALL NOT ALTER THE LICENSE APPLICATION PROCESS, INCLUDING  RAISING  THE
FEE FOR SUCH LICENSE.
  S 2. This act shall take effect immediately.
