BILL NUMBER:S3735 TITLE OF BILL: An act to direct the civil service commission of the county of Franklin to provide for the appointment and employment of retired police officers as part-time police officers by municipal police departments in such county PURPOSE: This bill would allow the employment of retired police offi- cers as part-time municipal police officers in the county of Franklin. SUMMARY OF PROVISIONS: Section 1 authorizes the county of Franklin is directed to promulgate and implement rules and regulations authorizing and providing for the appointment and employment of retired police officers, as police offi- cers as defined in subdivision thirty-four of section 1.20 of the crimi- nal procedure law, in positions of part-time police officers in any county, town or village police department in the county. Section 2 contains the effective date. JUSTIFICATION: This bill has been requested by the county of Franklin, and the village of Saranac Lake and Tupper Lake so that they can have the flexibility to hire part-time officers to meet the needs of the community.

LITTLE -- read twice and ordered printed, and when printed to be committed to the Committee on Local Government AN ACT to direct the civil service commission of the county of Franklin to provide for the appointment and employment of retired police offi- cers as part-time police officers by municipal police departments in such county THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Notwithstanding any other provision of law to the contrary, the civil service commission of the county of Franklin is hereby directed to promulgate and implement rules and regulations authorizing and providing for the appointment and employment of retired police offi- cers, as police officer is defined in subdivision thirty-four of section 1.20 of the criminal procedure law, in positions of part-time police officers in any county, town or village police department in the county of Franklin. S 2. This act shall take effect immediately and the rules and regu- lations required by section one of this act shall be implemented within 120 days of such date.
