BILL NUMBER:S3976 TITLE OF BILL: An act to amend the executive law, in relation to requiring all state agencies and departments to accept certain methods of payment PURPOSE OR GENERAL IDEA OF BILL: All state agencies and departments accepting or collecting fees, fines, penalties, rents, rates, taxes, charges, revenue, financial obligations or other amounts from the public shall provide for the acceptance of credit cards, debit cards, money orders, and personal and business checks as a method of payments for any amount accepted or collected by such agency or department SUMMARY OF SPECIFIC PROVISIONS: Section 1 of the executive law is amended by adding a new section 164-e. JUSTIFICATION: There should not be a barrier placed between the people who have to pay the state a fee, and the state collecting its much needed revenue. Currently, there are a number of state agencies that do not accept personal checks, business cheeks or credit cards. With the current economic deficit faced by the state of New York, current cash flows are essential for stability. Preventing certain forms of payments slows the state down from collecting revenue and ultimately brings a halt to circulation of monies. LANZA -- read twice and ordered printed, and when printed to be committed to the Committee on Finance AN ACT to amend the executive law, in relation to requiring all state agencies and departments to accept certain methods of payment THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The executive law is amended by adding a new section 164-e to read as follows: S 164-E. FORMS OF PAYMENT ACCEPTED BY STATE AGENCIES AND DEPARTMENTS. ALL STATE AGENCIES AND DEPARTMENTS ACCEPTING OR COLLECTING FEES, FINES, PENALTIES, RENTS, RATES, TAXES, CHARGES, REVENUE, FINANCIAL OBLIGATIONS OR OTHER AMOUNTS, FROM THE PUBLIC SHALL PROVIDE FOR THE ACCEPTANCE OF CREDIT CARDS, DEBIT CARDS, PRE-PAID CARDS, MONEY ORDERS, AND PERSONAL AND BUSINESS CHECKS AS A METHOD OF PAYMENT FOR ANY AMOUNT ACCEPTED OR COLLECTED BY SUCH AGENCY OR DEPARTMENT.
