AN ACT to direct the department of environmental conservation  to  grant
  Robert Zickmund, Sr. a license to fish conch

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Notwithstanding paragraph c of  subdivision  4  of  section
13-0328  of the environmental conservation law or any other provision of
law, Robert Zickmund, Sr., who held a commercial license to  fish  conch
in the years 2000, 2001 and 2002, shall be deemed to have held a commer-
cial  license  to  fish  conch in 2011 thereby making him eligible to be
issued a commercial license to fish conch for calendar year 2013.
  S 2. This act shall take effect immediately.

AN  ACT  to direct the department of environmental conservation to grant
  Robert Zickmund, Sr. a license to fish conch

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:
