BILL NUMBER:S3468 TITLE OF BILL: An act to amend the highway law, in relation to designating a portion of the state highway system as the "Trooper Christopher G. Skinner Memorial Highway" PURPOSE OR GENERAL IDEA OF BILL: To rename a portion of Interstate Route 81 between exits 6 and 7 in the Town of Chenango the "Trooper Christopher G. Skinner Memorial Highway." SUMMARY OF SPECIFIC PROVISIONS: Section 1 adds section 342-x to the highway law allowing for the exception of a portion of Interstate Route 81 between exits 6 and 7 from "The American Legion Memorial Highway." Section 2 adds section 344-d to the highway law allowing for the naming of a portion of Interstate Route 81 between exits 6 and 7 to be named the "Trooper Christopher G. Skinner Memorial Highway." Section 3 states the Commissioner of Transportation shall provide for the installation and maintenance of adequate signing of the "Trooper

LIBOUS -- read twice and ordered printed, and when printed to be committed to the Committee on Transportation AN ACT to amend the highway law, in relation to designating a portion of the state highway system as the "Trooper Christopher G. Skinner Memo- rial Highway" THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 342-x of the highway law, as added by chapter 387 of the laws of 1991, is amended to read as follows: S 342-x. Portion of state highway system to be designated as "The American Legion Memorial Highway". All that portion of the state highway system beginning at the Pennsylvania - New York line travelling north on INTERSTATE route [81] EIGHTY-ONE to the Canada - New York line, WITH THE EXCEPTION OF THAT PORTION OF INTERSTATE ROUTE EIGHTY-ONE BETWEEN EXITS SIX AND SEVEN THEREOF, shall be designated and known as "The American Legion Memorial Highway". S 2. The highway law is amended by adding a new section 344-d to read as follows: S 344-D. PORTION OF THE STATE HIGHWAY SYSTEM TO BE DESIGNATED AS THE "TROOPER CHRISTOPHER G. SKINNER MEMORIAL HIGHWAY". ALL THAT PORTION OF THE STATE HIGHWAY SYSTEM CONSTITUTING THE NORTHBOUND AND SOUTHBOUND LANES OF INTERSTATE ROUTE EIGHTY-ONE IN THE TOWN OF CHENANGO, COUNTY OF BROOME, BEGINNING AT EXIT SIX OF SUCH INTERSTATE ROUTE, WHICH PROVIDES ACCESS TO STATE ROUTES ELEVEN AND TWELVE, CONTINUING IN A GENERALLY NORTHERLY DIRECTION FOR APPROXIMATELY 5.9 MILES, AND TERMINATING AT EXIT SEVEN OF SUCH INTERSTATE ROUTE, WHICH PROVIDES ACCESS TO STATE ROUTE ELEVEN, SHALL BE DESIGNATED AND KNOWN AS THE "TROOPER CHRISTOPHER G. SKINNER MEMORIAL HIGHWAY". S 3. The commissioner of transportation shall provide for the instal- lation and maintenance of adequate signing of the state highway system as designated pursuant to section two of this act. Skinner Memorial Bridge" PURPOSE OR GENERAL IDEA OF BILL: Designates a portion of the state highway system as the "Trooper Christopher G. Skinner Memorial Bridge". SUMMARY OF SPECIFIC PROVISIONS: Section 1 adds section 344-d to the highway law designating the northbound and southbound bridges on interstate route eighty-one crossing US route eleven at exit seven, in the town of Chenango, in the county of Broome, shall each be designated and known as the "Trooper Christopher G. Skinner Memorial Bridge". Section 2 states the Commissioner of Transportation shall provide for the installation and maintenance of adequate signing of the "Trooper Christopher G. Skinner Memorial Bridge". Section 3 establishes the act shall take effect immediately. JUSTIFICATION:
