BILL NUMBER:S5645 TITLE OF BILL: An act to amend chapter 366 of the laws of 2011 amending the environmental conservation law relating to youth pheasant hunting days on Long Island, in relation to the effectiveness of such chapter PURPOSE: The purpose of this bill is to extend the authorization of DEC to make youth only pheasant hunting opportunities available on Long Island until December 31, 2017. SUMMARY OF PROVISIONS: Amends the environmental conservation law to extend the effective date of repeal for youth pheasant hunting days on Long Island to December 31, 2017. JUSTIFICATION: Youth only pheasant hunts are already offered in the northeastern and western portions of the State. Environmental conservation law currently authorizes the DEC to set youth only hunts for pheasants by regulation everywhere in the State but on Long Island. Long Island sportspersons have expressed an interest in improving and expanding youth only hunting opportunities. Special youth only hunts, occurring before the open season, give youth a unique opportunity to participate in the sport free of other hunters and with greatly improved changes of obtaining their quarry

LAVALLE -- read twice and ordered printed, and when printed to be committed to the Committee on Environmental Conservation AN ACT to amend chapter 366 of the laws of 2011 amending the environ- mental conservation law relating to youth pheasant hunting days on Long Island, in relation to the effectiveness of such chapter THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 3 of chapter 366 of the laws of 2011, amending the environmental conservation law relating to youth pheasant hunting days on Long Island, as amended by chapter 42 of the laws of 2013, is amended to read as follows: S 3. This act shall take effect on the sixtieth day after it shall have become a law; provided that paragraph c-1 of section 11-0903 of the environmental conservation law as added by section one of this act shall expire and be deemed repealed on December 31, [2015] 2017. S 2. This act shall take effect immediately. EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted. LBD11253-01-5
