BILL NUMBER:S2395 TITLE OF BILL: An act to amend the environmental conservation law, in relation to authorizing residents of the counties of St. Lawrence, Jefferson and Oswego to collect downed lumber from state owned forest lands outside the forest preserve; and providing for the repeal of such provisions upon the expiration thereof PURPOSE: To empower the Commissioner of the Department of Environmental Conservation to set forth rules and regulations that allow the residents of St. Lawrence, Jefferson and Oswego counties to collect downed lumber from state owned forest land outside of the forest preserve for a period of three years. SUMMARY OF PROVISIONS: Section 1 amends section 3-0301 of the Environmental Conservation Law by adding new paragraph dd to empower the Commissioner of the Department of Environmental Conservation to set forth rules and regulations that allow the residents of St. Lawrence, Jefferson and Oswego counties to collect downed lumber from state owned forest land outside of the forest preserve for a period of three years.

RITCHIE -- read twice and ordered printed, and when printed to be committed to the Committee on Environmental Conservation AN ACT to amend the environmental conservation law, in relation to authorizing residents of the counties of St. Lawrence, Jefferson and Oswego to collect downed lumber from state owned forest lands outside the forest preserve; and providing for the repeal of such provisions upon the expiration thereof THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision 2 of section 3-0301 of the environmental conservation law is amended by adding a new paragraph dd to read as follows: DD. NOTWITHSTANDING SECTION 9-0505 OF THIS CHAPTER, THE COMMISSIONER SHALL, BY REGULATION, CREATE AND IMPLEMENT A PROGRAM THAT WILL ALLOW RESIDENTS OF THE COUNTIES OF ST. LAWRENCE, JEFFERSON, AND OSWEGO TO COLLECT DOWNED LUMBER FROM STATE OWNED FOREST LANDS OUTSIDE THE FOREST PRESERVE. S 2. This act shall take effect on the first of January next succeed- ing the date on which it shall have become law and shall expire 3 years after such effective date when upon such date the provisions of this act shall be deemed repealed. Effective immediately, the addition, amendment and/or repeal of any rules or regulations necessary for the implementa- tion of this act on its effective date are authorized to be made on or before such date.
