2017-A2286 (ACTIVE) - Summary

Provides that expenditures made by the county of Monroe or the Rochester city school district for preventive services shall be subject to sixty-five percent state reimbursement; further provides that one hundred percent of Monroe county's local portion of claims for such services are comprised of privately donated funds.

 AN ACT to amend the social services law, in relation  to  public-private
   partnerships to support at-risk children; and providing for the repeal
   of such provisions upon expiration thereof

   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. The social services law is amended by adding a new  section
 153-l to read as follows:
   §  153-L.  PUBLIC-PRIVATE  PARTNERSHIPS  TO  SUPPORT AT-RISK CHILDREN;
 FUNDING. 1. (A) EXPENDITURES MADE BY THE COUNTY OF MONROE OR THE ROCHES-
 TER CITY SCHOOL DISTRICT FOR PREVENTIVE SERVICES DESCRIBED IN  PARAGRAPH
 (B)  OF  THIS  SUBDIVISION  SHALL BE SUBJECT TO SIXTY-FIVE PERCENT STATE
 REIMBURSEMENT; PROVIDED, HOWEVER, THAT ONE  HUNDRED  PERCENT  OF  MONROE
 COUNTY'S  LOCAL  PORTION  OF  CLAIMS  FOR SUCH SERVICES ARE COMPRISED OF
 PRIVATELY DONATED FUNDS.
   (B) ELIGIBLE PROGRAMS INCLUDE THOSE PROVIDING:  (I)  HOME  VISITATION,
 TREATMENT  INTERVENTION AND PARENTING EDUCATION TO FAMILIES ELIGIBLE FOR
 SERVICE UNDER THE TEMPORARY ASSISTANCE FOR NEEDY FAMILIES PROGRAM;  (II)
 EDUCATIONAL  INTERVENTION  AND IMPROVEMENT SERVICES FOR STUDENTS AT RISK
 OF ACADEMIC FAILURE AND SCHOOL DROP OUT; (III) INTERVENTION AND INDIVID-
 UALIZED PLANNING SERVICES  PROVIDING  SUPPORT  FOR  FAMILIES  THAT  HAVE
 SOUGHT  FAMILY  COURT  INTERVENTION  FOR A PERSON IN NEED OF SUPERVISION
 PETITION OR CHILD  WITH  SERIOUS  EMOTIONAL  CHALLENGES;  (IV)  SERVICES
 INTENDED  TO  INCREASE GRADUATION RATES AND PREPARE STUDENTS FOR COLLEGE
 OR THE WORKPLACE THROUGH ONE-ON-ONE MENTORING,  ACADEMIC  SUPPORT,  LIFE
 AND SOCIAL SKILLS, AND JOB READINESS; AND (V) AT-RISK FIRST-TIME PARENTS
 WITH  MATERNAL  AND  CHILD  HEALTH NURSES TO IMPROVE PREGNANCY OUTCOMES,
 CHILD HEALTH AND DEVELOPMENT, AND FAMILY ECONOMIC SELF-SUFFICIENCY.
   2. THE COUNTY OF MONROE OR THE ROCHESTER CITY  SCHOOL  DISTRICT  SHALL
 PROVIDE  AN  ANNUAL REPORT ON OR BEFORE THE FIRST DAY OF DECEMBER TO THE
