 AN ACT to amend the lien law, in relation to filing of notice of lien
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Section 10 of the lien law  is  amended  by  adding  a  new
 subdivision 3 to read as follows:
   3.  A  COUNTY  CLERK  SHALL  NOT FILE OR ACCEPT FOR FILING A NOTICE OF
 LIEN, IF SAID LIENOR IS A CONTRACTOR, SUB-CONTRACTOR, LABORER OR MATERI-
 ALMAN OR OTHER PERSON DESCRIBED IN SECTION THREE OF THIS ARTICLE, UNLESS
 A CERTIFICATION DULY AUTHORIZING THE LIENOR  TO  CONDUCT  SUCH  BUSINESS
 WITHIN  THE  COUNTY  IN SUCH FORM AUTHORIZED BY THE COUNTY IS ANNEXED TO
 THE NOTICE OF LIEN.
   § 2. This act shall take effect on the first of January next  succeed-
 ing the date on which it shall have become a law.
