BILL NUMBER: S2336 TITLE OF BILL : An act to amend the administrative code of the city of New York, in relation to requiring a permit for the assembly of motorcycles PURPOSE : The Purpose of this legislation is to require a permit for the assembly of fifty or more motorcyclist to meet and ride. Applications must contain planned route and may be subject to review and comment by both the New York City Department of Transportation and relevant community board or boards. SUMMARY OF PROVISIONS : Creates the need for a permit for groups of fifty motorcyclists or more to assemble and ride. Creates a fee associated with permit application or renewal. Requires planned route be admitted with application. Creates the ability for review and comment by the New York City Department of Transportation and relevant community board or boards. Shall take effect 180 days after signed into law

ALCANTARA -- read twice and ordered printed, and when printed to be committed to the Committee on Cities AN ACT to amend the administrative code of the city of New York, in relation to requiring a permit for the assembly of motorcycles THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subchapter 8 of chapter 1 of title 27 of the administrative code of the city of New York is amended by adding a new article 6 to read as follows: ARTICLE 6 ASSEMBLY OF MOTORCYCLES SECTION 27-549.5 ASSEMBLY OF MOTORCYCLES. § 27-549.5 ASSEMBLY OF MOTORCYCLES. A. IT SHALL BE UNLAWFUL FOR MORE THAN FIFTY MOTORCYCLISTS TO GATHER AS AN ASSEMBLY AND RIDE UNLESS AND UNTIL A PERMIT THEREFOR SHALL HAVE BEEN ISSUED BY THE DEPARTMENT. B. THE APPLICATION FOR SUCH PERMIT AND SUCH PERMIT SHALL BE IN A FORM PRESCRIBED BY THE COMMISSIONER. SUCH APPLICATION SHALL INCLUDE THE PLANNED ROUTE FOR SUCH ASSEMBLY. C. THE FEE FOR A PERMIT ISSUED PURSUANT TO THIS SECTION SHALL BE THE AMOUNT PROVIDED FOR IN SECTION 28-112.8 OF THIS CODE. AN APPLICATION FOR SUCH PERMIT OR RENEWAL THEREOF SHALL BE ACCOMPANIED BY THE FEE. D. PRIOR TO THE APPROVAL OR REJECTION OF THE APPLICATION FOR SUCH PERMIT, BOTH THE NEW YORK CITY DEPARTMENT OF TRANSPORTATION AND RELEVANT COMMUNITY BOARD OR BOARDS SHALL HAVE THE OPPORTUNITY TO VIEW AND COMMENT ON SAID APPLICATION. § 2. This act shall take effect on the one hundred eightieth day after it shall have become a law. Effective immediately, the addition, amend- ment and/or repeal of any rule or regulation necessary for the implemen- tation of this act on its effective date is authorized to be made and completed on or before such effective date.
