Enacts into law major components of legislation which are necessary to implement the state fiscal plan for the 2012-2013 state fiscal year; establishes the NYS gaming commission within the executive department; divides such commission into five divisions, including lottery, charitable gaming, gaming, horse racing and pari-mutuel wagering and law enforcement; and provides for supervision and regulation of the state racing industry; renames the department of civil service the department of workforce management; transfers all duties, powers, obligations, employees, records, existing rights and remedies, and appropriations of the department of civil service and the office of employee relations to the department of workforce management; and repeals certain sections of the executive law relating to the office of employee relations; relates to an agreement between the Olympic Regional Development Authority and the Department of Environmental Conservation for the operation, maintenance and management of Belleayre Mountain Ski Center; repeals various councils, committees, boards and task forces and makes conforming changes to the laws relating thereto. /

BILL S7140-2011: Establishes antitrust exemptions for certain horse racing agreements
Provides that antitrust laws shall not apply to any joint agreement entered into, in consultation with and jointly approved by the state gaming commission and the attorney general, by or among non-profit associations, thoroughbred racing associations or corporations, harness racing associations or corporations, quarter horse racing associations or corporations and regional off-track betting corporations to coordinate the dates and times under which they will conduct programs of racing and offer pari-mutuel wagering; also provides that such laws shall not apply to agreements entered into to sell, transfer, assign or purchase the rights to broadcast, simulcast, electronically transmit or offer pari-mutuel wagering on horse races. /
