Relates to medical reimbursement; reduces pharmacy reimbursement for name brand drugs; eliminates summary posting requirement for the pharmacy and therapeutic committee; relates to early refill of prescription; relates to hospital inpatient base years; vests all authority to appoint and remove officers and employees of the Office of Mental Health with the commissioner; relates to annual examination and notice of rights provided to respondent sex offenders confined in a secure treatment facility; relates to hospital assessments; establishes new guidelines for the distribution of indigent care pool payments; relates to applications and eligibility for Medicaid, Family Health Plus and Child Health Plus; relates to public health programs; state aid, early intervention services and malpractice reform; provides for the addition to the methadone registry of accurate dosage and other information to facilitate disaster management; provides state aid funding authorization for services funded by the office of alcoholism and substance abuse services; relates to the identification of certain former children's psychiatric facilities; eliminates the expiration and repeal of certain provisions relating to the community mental health support and workforce reinvestment program, the membership of subcommittees for mental health of community services boards and the duties of such subcommittees; relates to the creation of the community mental health and workforce reinvestment account; relates to the recovery of exempt income by the office of mental health for community residential programs; creates mental health incident review panels to review serious incidents involving a person with mental illness; eliminates the reports on the annual comprehensive psychiatric emergency program, family care and the confinement, care and treatment of persons with developmental disabilities; and relates to foregoing a cost of living adjustment for designated human services programs during the 2013-2014 state fiscal year; and in relation to adult homes. /
