Directs the commissioners of agriculture and markets and economic development to study and develop a long-term strategy for sustaining farming and food production in New York state; strategy shall be based on an analysis of land use and economic trends, soil and natural resources, food consumption needs and other factors necessary to develop a state-level blueprint for protecting farmland and strengthening food production in the state. /

Authorizes certain county operated NY Connects: Choices for Long Term Care programs to participate in a universal assessment demonstration program funded pursuant to chapter 53 of the laws of 2011; targets those as potentially in need of respite, home delivered meals, and in-home services provided by the aging network and licensed home and community services and nursing home level of care. /
