BILL NUMBER: S5962 Revised 11/30/17 SPONSOR: MURPHY TITLE OF BILL: An act to amend chapter 297 of the laws of 2016, amending the alcoholic beverage control law and the executive law relat- ing to a reorganization of the alcoholic beverage control law, in relation to eliminating the expiration and repeal of certain provisions authorizing seven day license holders to sell gift bags and authorizing manufacturers to transport alcoholic beverages to an adjacent retail premises PURPOSE: This bill would make permanent certain provisions of the alcoholic beverage control law authorizing the sale of gift bags and wrapping, and manufacturers to transport alcoholic beverages to their retail estab- lishments. MURPHY -- read twice and ordered printed, and when printed to be committed to the Committee on Investigations and Govern- ment Operations AN ACT to amend chapter 297 of the laws of 2016, amending the alcoholic beverage control law and the executive law relating to a reorganiza- tion of the alcoholic beverage control law, in relation to eliminating the expiration and repeal of certain provisions authorizing seven day license holders to sell gift bags and authorizing manufacturers to transport alcoholic beverages to an adjacent retail premises THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 18 of chapter 297 of the laws of 2016, amending the alcoholic beverage control law and the executive law relating to a reor- ganization of the alcoholic beverage control law, is amended to read as follows: § 18. This act shall take effect on the sixtieth day after it shall have become a law; provided, however, that section twelve of this act shall take effect immediately; provided, further, that the amendments to section 17 of the alcoholic beverage control law made by section three of this act shall be subject to the expiration and reversion of such section pursuant to section 4 of chapter 118 of the laws of 2012, as amended, when upon such date the provisions of section four of this act shall take effect[; and further provided that sections six and thirteen of this act shall expire and be deemed repealed three years after such effective date]. § 2. This act shall take effect immediately. EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted. LBD11386-01-7
